Actually, it could be more of a reference to some old glitches from the Gen I games where glitch trainers had mons with absurd HP and stats.

Either Hydreigon is Fartfignugiltron pulled from the PDW, or Hydreigon is the reason the glitch exists.

I always imagined that underleveled final evolutions were the result of a trainer not training his pokemon for a while. In other words, Ghetsis hasn’t been training the Hydreigon for a long time so it got weaker over time. That said, it still has really high HP.

I realized that when i said that, I think, my train of thought at the time probably equated to the idea that just because the lvl went down it didn’t mean that the stats had to go down.

Ghetsis knows the action replay for reality and broke universal laws to make that Hydreigon.

the level cap in first gen was 255 if u lvled u would reset ur lvl to 0
