Well, it’s probably because Bel castrated Cheren during Endless Summer. It explains so much.

I meant something more along the lines of normal and electric attacks not being able to do a thing against those two ghostly pieces of ground. Psychic is a welcome move since there are no ghost/dark types until post-game.
