I’m pretty sure Secret Power is always Normal. It’s secondary effects change depending on terrain, though.
nah dude, Hidden Power’s type depends on a Pokemon’s individual IV’s and such. You got Secret Power right :V
If I remember, Secret Power has a different /effect/ depending on the place, like field is paralyze (i think). Either that, or it’s a different move. Meh. All I know is that Hidden Power has a different type depending on the IVs.
Secret Power’s effects change depending on the enviroment, but that doesn’t mean that the whole move changes its type. In a building, it can paralyze opponents, but in Black’s and Joy’s case, the move can’t hit and so nothing happens xD
No matter what terrain you’re battling on, the attack type remains Normal, thus totally ineffective on Ghosts. It’s the side-effect that changes depending on the locale (eg: flinch, paralysis, etc.)

I don’t know why, but randomly last weekend I started obsessing over Joy’s moves and how he could have battled to get to his current level (which is at least level 35, if not higher) without knowing any moves that inflicted damage on an opponent.
